PHILADELPHIA, Sept %. - The University of Pennsylvania football team played their second game of the season on Franklin field, defeating Swarthmore college 6 to 4. Pennsylva- MIA adopted new tactics, her efforts being rather to strengthen her defense than to attain a high score.
